What Causes The Weight Of The 18 Month Old To Stay Constant?

My child is abt 18 months and his weight is 5 kg constant from last 1 year and his milestones are also delayed. he is not able to hold his neck and not able to walk on his feet. can you suggest me which kind of chromosomal test need to be done to check is there any chromosomal disorder.
FYI my marriage is in cognate.

Delayed mile stones suggest that he may be suffering from cerebral palsy.
Without seeing the child it is difficult to diagnose chromosomal disorder.
If chromosomal disorder is suspected kayotyping has to be done.
Feeding is important to improve the weight.
Better consult pediatrician to arrive at a diagnosis and proper treatment.
