What Causes Swelling Of Lower Legs In The Elderly?

My husbands noticed today that both of his lower legs from the knees down to his ankles and also his feet are swollen. This has never happened before. He is 67 years old and has no health issues that we know of. He is not over weight. He is a framer at a craft store and is on his feet 8 hours a day at his job. Could this be a sign of diabetes or gout?
