What Causes Slow Learning In Children?

My son is 9 been on topamax for 3 years adn before he was on it he could say his abc and count real good now he can't
why?
if I take him off meds will his memory come back?
He was starting to read now he struggles with simply words.
He has a hard time remembering things he learned 1 day to the next.
