What Causes Red Rashes On The Arm?

For the past several months, I have had red splotches that would come and go on my left arm. My family doctor prescribed steroid cream. It really didn t seem to help much. Now, over the past few weeks, it has spread to my right arm and on the front of my thighs on both legs. I have been under a lot of stress. Could this be stress related?
