What Causes Red, Inflamed, Itchy Welts On The Abdomen?

my two boys have been getting these bite marks all over their tummy mainly, dermatologist has said they re definitely bites. They get these red welts all over and they keep about 3//4 days itching and staying red and inflamed. Pest controller has found no bed bugs. What could it be? This is the second Summer we re getting this problem, when Winter comes it s ok.
