What Causes Recurring Fluttering Feeling Under The Skin On Neck And Hands?

I have muscle spasms as the result of a auto accident back in 1995. Lately I am having little feelings like flutters under my skin in the back of my neck and my hands. I can see the movement under the skin on the side of my hand when I feel the flutter and sometimes the skin draws up. What is causing this?
