What Causes Recurrent Itching On The Arch Of The Foot?

My right foot-under the arch.....has a reoccurring itch. Skin does not appear red or have anything visible. I do at time feel a slight bump beneath the skin. This ITCHES!!! To the point that I rub my foot against something until the skin tears. The itch comes at random. Is it my flip flops? This itch seems to start with one pair. I use battiness,or athletes foot cream. No real solution. I find this so odd because it is the same spot,same foot and recurs often.
