What Causes Recurrent Hematuria?

Three weeks ago experienced gross (with small clots) hematuria which was visually corrected in 24 hours. with a 5 day course of cipro. The infection seems to be returning, is it likely to assume this is not bladder cancer since the hematuria was resolved so quickly with cipro.?
