What Causes Rasp In Chest While Breathing?

2.5 year old on tail end of a nasty cold that had a raspy, persistent cough, fever, and made her lethargic. Now my 9 month old has just started showing a deep rasp in her chest when she breathes or babbles. I ve been draining her nose of fluid for three days. She has been in normal spirits with normal sleeping and feeding (mostly - a little less than usual today), but I m concerned about the rasp in her chest when she breathes. Is this need for concern?
