What Causes Purple Indentions On The Legs While Suffering From Diabetes?

My fiancee has purple indentions on his legs that has lasted about a week. His legs feet and ankles are swollen and he also has diabetes type 1. He saw his doctor last week he said it was high blood pressure so he put him on lisinopril 20mg he has been taking them but its not been working can u help us what is going on
