Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

You raised a genuine concern. By this age child should be able to tell his name, speaks DADA, MAMA, PAPA and small sentences. If he is not speaking anything and he doesn't listen when you call his name then there is possibility that there may be problem in hearing. Hearing and speech are inter-related. I would like to ask whether he responds to his name or not? Whether he listen songs and dance? If answer is NO, then go for hearing evaluation of the child.

Please feel free for further suggestions.

Thanks.
