Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

As per your history, your testicles never moves, so i think it may not be in scotal sac properly. Kindly do ultrasound after consultation and consult with surgeon for examination and treatment. It may be cause for oligospermia. Take care.

Hope I have answered your query. Let me know if I can assist you further. Regards,
Dr. Shyam B. Kale
