What Causes Pain And Burning In The Penis?

Hi, my father is experiencing pain and burning in penis. He has a foley catheter inserted and there is some blood in the tubing. He has only voided 100ml since 7pm. He recently pulled the catheter out on april 18th and has had a new one inserted since. He has prostate cancer aswell. Ive flushed the catheter with 30ml of normal saline. Could he be experiencing a blockage?
