What Causes Numbness And Tingling Sensation In My Penis?

Hello, I have my penis glans blue in color it look like it have poor blood circulation. I also feel numbness followed by vibration like sensation (jinjini). When it erect glans turns again in normal red color but again in normal size it turns to dark blue in color.
