What Causes Nose Blockage Frequently?

fthank you. i have a 4 months baby who was born with one nostril bloked.The baby had to stay in ICU and the ENT specialist put some tubes in his nose twice changing the size of the tubes suctioning him quite offen. He was discharged after a month. His nose opening is still small. His nose are usally blocked and often faces difficult in breathing. The doctor suggest putting tubes to dilate the nose. Is that the right thing? How best can this stuation be handled?
