General & Family Physician 's  Response
Hi
welcome to hcm
as per the information you provide it seems
that there may be an infection or blood collection second ly if the cut has healed with a hypertrophed scar which may give a feel of bump and a sting sensation on pulling
so if the bump increase in size or pains visit a doctor if not the scar will subside with time
thank you
