What Causes Itchy White Bumps Around The Scrotum?

Hello, I m a 65 year old retired, white, circumcise, male with Parkinson s and Non-Hodgkin s Lymphoma. I have been having this terrible itch around my scrotum and have acquired small white bumps in and around my genitalia. Un-till I did my research, I trimmed and cleaned the area with hydrogen peroxide and noticed that the peroxide caused the bumps or pimples to get very white. After several minutes the bumps would return to there original color. Please note, I have not had sex for several years and also noticed a red blotch the size of a dime at the opening of the Meatus. I feel it might be Fordyce granules, which are visible sebaceous glands that are present in most individuals. They are not associated with any illness but represent a natural occurrence on the body. They do not need any treatment. I would not advise you to scratch it, as it increases the risk of infection.
