What Causes Itchy Red Rash On The Neck Along With Dry Skin?

I have an itchy red rash on the left side of my neck onto my shoulder. It s slightly raised bumps and dry skin. It s been there for a couple weeks. I m wondering what kind of condition it could be? I don t have the problem anywhere else on my body. Any thoughts?

Hello dear,
I think it is dermatitis or eczema.
Apply
neosporin powder
Hydrocortisone lotion
Tablet cetrizine 4 mg twice daily.
Do not scratch it.
Wear cotton clothes.
