What Causes Irregular Shaped Brown Skin Patch On Left Shoulder?

I have a light brown patch of skin the size of a nickel on my left shoulder. It is flat, irregular and is sometimes dry and scaly Yesterday , I caught some sun and got a sunburn. The patch of skin turned a florescent green. It does not itch or hurt. But I am concerned of what it may be.
