What Causes Involuntary Muscle Movement In The Feet?

My neighbor has been diagnosed with a hereditary disease that is causing her feet to turn inward and losing muscle control. Can t walk really. Now she is feeling a sensation in her shoulders that is probably the same thing. Female around 60 and has had good health until recently.
