Hi I had gone through the question and understand your concern According to me your having problem with his vision , as headaches are very commonly associated with poor vision , and due to poor vision , patient tends to rub their eyes frequently causing infection to the eye. I would advise you to get vision check ,and use glasses if necessary. For itching, you can give him only antihistaminics eyedrop like Olopatidine ,anlong with artificial tear. No need to give steroid at this stage. Hope this was of help. Thankyou
