What Causes Dizziness And Swelling In The Tongue?

Yes, thanks. My brother who has heart problems and PAD is feeling very foggy, his balance is not good and he sounds like he has marbles in his mouth or his tongue is swollen, which I don t think it is. He is walking very slowly and is very tired. What do you think?
