Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here are my thoughts.

Your condition of dizziness on standing and stiff legs on walking so that you have to use walker but fine movements on laying down in spite of all sort of MRI and other investigations as you have mentioned and the Doctors could not tell you the cause.

This is indicative of some neurological cause in which one gets the muscles into action and become stiff. Hence you have to consult a Neurologist for electromyography called as EMG, may be muscles biopsy and so on.
Other conditions like Leprosy can also manifest in a similar way.
Also take an opinion of a Physiotherapist as they all kinds of patients and he can helps you with the diagnosis and proper management too.

Hope I have answered your query.
Let me know if I can assist you further.
