What Causes Dizziness Along With Memory Loss And Headache?

My husband had viral encephalitis 26 years ago and was bitten by a swarm of insects about 5 weeks ago. Two weeks ago he came down with memory loss, dizziness, headache...symptoms that I remembered from 26 years ago when he was bitten by horse flies. He has had an MRI, CT scan with dye, spinal tap, blood work, etc. and it has shown nothing, and yet the symptoms persist. He also had a head injury when he was in high school playing football and had epilepsy for several years after that. Any ideas?

It would be ideal if the age is known but still no worries if he is elderly age it could be age related problem as it is normal for old age people to have some memory loss and it also depends on what type of memory loss he is having like recent one or the remote like is he forgetting names or misolacing keys or home adress if he is not checked for rise in blood pressure better get it checked. If everything is normal it couls simply be age related .
