What Causes Constant Urge To Urinate While Having Diabetes And Dementia?

My mother is 97 and she has a constant feeling of having to urinate. She goes to the bathroom and does nothing but keeps saying she has to go. Is this normal? She has dementia and I am wondering if that is part of it? She has diabetes, takes warfarin, lipitor, toprol, and vita D.
