What Causes Constant Pain In Shoulder Joint And Hand?

I have a constant pain in my left shoulder joint and in my lower arm and hand. There are times when the arm and hand are cold (especially the back of the hand. I do not get relief unless I sit on my hand and it gets warmer. I have had 2 surgeries on my spine at the neck with some increase of sensation but still feel pain and not full touch sensation.

IN the given situation, You seems to suffer from-TOS-N(Thorasic Outlet Syndrome)with Nerve Compression.
The fact of 2 neck surgeries almost confirms this.Sitting on hand relieves this pain with hand becoming warmer,which is because of release of nerve compression with release of its vascular supply.
CT neck and Second Opinion from another Surgeon would confirm these facts after clinical / physical examinations, in your case.
