What Causes Confusion And Slurred Speech In A Child?

I am concerned about a child I look after, he has unclear speech and very often doesn t make sense or stops his conversation. when I ask him what he wanted to say he will say I don t know . He has an unusual posture and holds his arms up with elbows bent when running as if using them for balancing. He doesn t like noise and cries a lot for minute things but starts laughing first with tears in his eyes. He will start a conversation but jump to something completely different which doesn t make sense. He plays alone most of the time but will occasionally run around with others. He finds it difficult to be taught new skills and will cry immediately without trying. He is 3.5 years old
