What Causes Chronic Fatigue And Progressive Weakness In Legs In Elderly?

My 72 year old mother has progressive extreme weakness in legs, shuffles when walks, decreasing walking ability, unable to get up out of a chair by herself, and falls backwards regularly. No tremors, no memory,etc. problems. Lots of fatigue, can sleep 18 hours a day. Any ideas?

exclude diabetes and hypertension. it is neuromuscular problem.lethargy can be due to maturity onset diabetic problem.
