The possible diagnosis of the condition based on the description of the lesions is Acanthosis Nigricans. You must get your diabetes status checked as insulin resistence predisposes to it.Topical depigmenting agents like kojic acid and arbutin can be used along with keratolytic like glycolic acid or tretinoin. Oral alfa lipoidic acid may also help.Consult with your dermatologist r the above mentioned therapy. Regards
