What Causes Bright Red Blood From Anus?

"hi i have a syrupy textured bright red blood coming out of my anus when I poop it usually happens a few times of the month but when it does i can tell when it is going to happen...i get a weird feeling in my stomach and I know when I poop ill bleed.. what is causing it?
