What Causes A Thick Layer On The Upper Lip Of A Child?

To Whom It May Concern, I have a 3weeks-old boy and his upper lip has got a thick layer,then that layer turn dried,white and I put vasinline on it and the dried skin go off. After that, the thick layer grow again. Would you help me on that? Thank you so much.

Your child has a dry upper-lip, nothing else. Vaseline is the right way to go. Where do you hail from? If you are living in a cold place, this is easy to understand. If not, then it needs a proper evaluation by a dermatologist - i.e. a skin specialist.
