What Causes A Sunburn Like Rash On The Face?

my grandson is 5 and he has a rash on his face and slightly on his neck that looks like a sunburn and it itches and feels a little warm. This just appeared this morning. but hydrocortisone itch cream on it but it did not help. it seems to be lightly moving down his arm.

hydrocortisone shouldn't have been started it can induce other side effect. can use moisturizer and caladryl lotion.itcanbe inflamatory lesion sinusitis spreading can consult dermatologist.exclude herpes simplex.
