As per your complain your explanation is very unclear of what you are trying to explain is either bumps or hanging structures, however if there are hanging structures on the lower surface of tongue then it seems to be due to
skin tags or
warts..
In case if one each is symmetrically present of either side of tongue then they can be inflamed
Plica Fimbriata that are folds of
mucous membrane one each is present on either side of tongue..
For better understanding please uploads images of the tongue so that I can evaluate and guide you better..
As of now to relieve pain you can apply numbing gel containing Lignocaine over it.
Take anti-inflammatory painkiller like
Ibuprofen..
You can do warm saline gargles..
Avoid spicy and hard food..
