Suggest Treatment To Regulate Blood Sugar Levels

My a1c was 5.4 in June and in Dec it was 6. I just took my sugar and it was 136 2 hours after I ate. This morning when I got up it was 126 before I ate. I have begun a low carb diet and plan to join a gym tomorrow. Should I start taking meds at this point or try to lower it by diet and exercise? YYYY@YYYY
