General & Family Physician 's  Response
Hello dear
I understand your concern
Phimosis should be evaluated by the experienced general surgeon before the surgery.
Men with diabetes are more likely to develop phimosis caused by balanitis and balanoposthesis, which is inflammation and infection of foreskin.
Treatment for partial phimosis:
Application of the steroid and moisturizer cream after bath and skin is forcefully pulled back by the surgeon

Treatment of complete phimosis with diabetes: Circumcision.
It is minor surgery and also help in diabetes individual.
Study suggests circumcision is successful in diabetic person.
But Parenteral antibiotic should given before surgery to prevent infection and
diabetes is under good control with HbA1c Hope this may help you
