Suggest Treatment For Pimples, Tiny Raised Bumps On Thighs

I have small tiny raised bumps on my thighs. I have had them since I can remember and they won't go away. They are red and black pimples almost. When you run your hand on my thigh you can feel it and they never go away. They can't be popped like a pimple and don't hurt. They aren't attractive and I am embarrassed to wear shorts. They do start to go away if I tan though.
