Suggest Treatment For Mucus In Throat And Speech Problem

i am having difficulty pronouncing certain vowels such as A U and O , i also have what appears to be phlegm or mucus that doesn t go away even if i clear my throat or cough it is causing problems with speech especially if i have to start out a sentence with words pertaining to those vowels.
