Suggest Treatment For Cervical Injury

hello, my brother (age 23)have cervical injury at c3-4 level.quadriplegic.sense function above waist and not ventilation before surgery. now sense function in whole body and able to move shoulder after 10 days of surgery. little strength in elbow. not on ventilation now nor on t piece. little infection in right lung. please suggest me further rehabilitation process and further medical assistance. suggest best rehab center in delhi.
