hi..there are many causes of blisters on shaft of penis. so first it shoud be evaluate whwther it is of true or pseudo blister.
if it is true then possibly of HERPES virus infection which only occur on contact sexual act.
small multiple blisters occur in MOLLUSCUM infection which are small lump like.
my advice to consult your doctor or better by dermatologist and have managment accordingly.
