my father is 84 and diabetic.he is having a corn on his right foot (third toe) just below the nail since last 10 years.now is has become very painful ,even simply walking is difficult because it touches the ground. sometimes it grows then father rub it with a file and put some mustered oil .kindly suggest me what to do for him

Usually corns heal by themselves or can be managed at home with some remedies. But in Diabetics, its not advisable to do anything at home that too in sucha long term case. So better i advice you to visit local physician or podiatrist for either removal or use of proper antibiotics in their care.
Meanwhile cushions to put between the toes; foam or moleskin pads to put over the places where corns form; foam pads with holes in the center (like donuts or bagels), which redistribute pressure around the corn instead of right over it; cushioned insoles to pad your feet and alleviate mechanical pressure.
