General Surgeon 's  Response
Hi Mr Agrawal K.D.
There are no medicines which can help you in Vocal Cord Paralysis as this is concerned about the Nervous System. No recovery is known after the gap of 9 months.
With your age to do the Surgery is also a bit risky as you are having a problem of RA and Breathlessness.
The Surgery done now-a-days is lateralization of the cord and is done under local anesthesia. You may go ahead with this small procedure as it will help you for improved voice and may help in reducing breathlessness.
