Started With Extreme Itching And Hives And 'crawley' Sensation In

Started with extreme itching and hives and 'crawley' sensation in both upper thighs about three months ago. Prescribed the usual decreasing dose of prednisone? and anti itch pills. Now has gone to extreme pain in both thighs when any weight is applied and both legs very weak. Difficult to get balance when arising from chairs and difficult to get legs to move at first. I am diabetic and doctor has diagnosed diabetic neuropathy but what I read is that this pain is usually at rest and worsens at night in bed. My symptoms are the exact opposite. The pain is negligible at night in bed and by morning is non existent and the first few minutes of walking is fine. I am driven crazy by restless legs some nights and pain in both knees. Doctor has prescribed gabapentin which controls the worst of the pain and I also take Alleve. Nearly 40 years I had a lumbar laminectomy (C4-C5). Could any of this be after effects of this surgery?
