Should I Opt For Operation Or Need To Wait For Fractured And Dislocated Left Hand?

Hi Dr. This is Manjunatha from INDIA Bangalore.
my son (now 3 years and 3 Months) left hand slight fractured and dislocated a year back, I met the doctor he put cement bandage for 21 days, after that if my son starch his hand straight 180 degree it is bending down 130 degree, again I met so many doctors they told, hand should under go major operation but patient should be 8 + years old.
My question is, shall I take him to operation right now or do I need to await till 8+ Years?

It would be better if you post a x ray so i can reply if you need that surgery now or latter. I am not able to understand from history where exactly is problem lying.As far as elbow fracture is concern if any thing is abnormal, i do not see any point in delaying the procedure.
