Okay I Want To Know.... During Intercourse When A Man

Okay i want to know....
During intercourse when a man prolongs his orgasm by stoping or even pulling out for a minute for a bit of foreplay, when he re-enters the vagina is the penis less sensitive then before he stopped? I guess my question is does prolonging the male orgasm make the penis less sensitive? Or edging (Practice known as start and stop) desensitizing him so that more stimulation is needed to orgasm thus prolonging his climax?
