My Father Had A Stroke 6 Years Ago That Almost

My father had a stroke 6 years ago that almost totally incapacitated him. What the stroke didn't take, Parkinson's did. Now, I am watching someone very close to me have what looks like similar symptoms: short term memory issues, personality changes, occasional dizziness. He is diabetic, has blood pressure and weight issues and in the last 12 months has had blood clots in his legs. It all sounds like mini-strokes to me, but I wanted to see if there is anything else that might cause similar symptoms. He has also worked in law enforcement for many years. There have been no recent violent interactions, but plenty in his younger years. Thank you so much for you time and kind assistance.
