My 41 Year Old Daughter Starting Having Severe Back Pain

My 41 year old daughter starting having severe back pain and vomiting about a week ago. She went to the ER, had a CT scan, and was told she has a 6 1/2mm kidney stone in her right ureter, and mild hydronephrosis. Her white count was elevated, her UA showed red blood cells but no UTI. They sent her home with pain meds. and told her to see a urologist. She got an appt. with one. A couple of days before seeing the urologist, she starting having chills and fever as high as 101.5. She saw the urologist yesterday, and he said her UA still didn't show an infection. He scheduled her for a lithotripsy next Tuesday. She continues to have severe chills and fever. Is it possible that she has a kidney infection, even though it's not showing up in her urine? I mean, with that stone blocking her ureter on that side, is it possible that the only urine getting through is the clear, uninfected urine from her other kidney? He will not give her an antibiotic, keeps insisting it's probably the flu.
