I have a small pea size red area at meatus, found at GYN appoinment. She suggested I see Urologist. It does not hurt to urinate however it feels uncomfortabe at times when I get up from sitting and walking . Could this be an infection even though I haven't had intercourse in over ten years

A red area over the meatus could very well be an infection or a small swelling at the meatus, for which the treatment is different.
