Is It Safe To Exercise When Having EF Of 30%?

My husband was diagnosed about 5 months ago with Congestive heart failure, they advised us his heart is functioning at 30 percent. They ran test and assumed since he was a lil overweight he would have blockage, he did not. Although they put him on a fluid restriction diet, and advised o try to lose some weight he is fearful to do anything that may cause his heart stress. He has been wearing a life vest and so far no problems, his concern is what can he do to workout and what are somethings he can do if any to strengthen his heart?

Exercise is not safe with such a low ejection fraction. It might lead to sudden cardiac arrest.
