Is Fitness Assessment Advisable For A Hypertensive Patient?

Hello. I am working on an assignment for an exercise physiology class. I have reached a question stating that the client has a blood pressure of 132/96, which, in my opinion, indicates hypertension. Would it be wise to refer this client to a doctor before he participates in fitness assessment?
