Is A Red Line Running Down The Leg A Symptom Of Sepsis?

My sister has a red line running down the length of her leg to her ankle. Is this blood poisoning ? She had breast Cancer and had to have a double mastectomy with radiation and chemotherapy. She got an infection also .This was 3 1/2 years ago.Though recently she had to have her ovaries out to avoid getting secondary cancer .It was a day procedure. Now over the Fourth of July weekend she developed a raised red rash almost circular to look at all over her body .Before the 4th she went to visit New York with her husband. Also has been sick with strep throat ,other illnesses and memory lapses. That she s been really complaining about.. Is it Sepsis ?
